A question about the post requirement

So when I want to post in the Normal sellers>Products category, it says "You must need at least 20 posts in this section to create a thread...", does that mean that I must have at least 20 posts in the Products category, or in the entire Marketplace category, or does it apply to the entire forum? I might be asking something stupid, but I'm new here, sorry.
